The Attorney General and Head of the Public Ministry, Dr. María Consuelo Porras Argueta, the Minister of the Interior, David Napoleón Barrientos Girón and the Minister of National Defense, Major-General Henry Yovani Reyes, submitted the Integrated Strategic Action Plan for the 2023 General Elections to the President of the Supreme Electoral Tribunal -TSE-, Dr. Irma Elizabeth Palencia Orellana.
It is the first time that these have made a coordinated effort according to their competencies to support the Supreme Electoral Tribunal in the upcoming process. In this regard, at the request of the Public Ministry, meetings were held with the TSE to exchange strategic information, protocols, logistic, and other related topics to ensure an efficient electoral event in 2023. The Ministry of the Interior and the Ministry of National Defense also participated in the meetings to present their respective institutional work plans for the electoral process.
As a result, an Interinstitutional Technical Board was established to consolidate the corresponding Action Plans and present the final version to the TSE.
In the Action Plan, the three institutions are committed to providing coverage in all the voting centers created by the TSE. In addition, it considers joint actions such as the Monitoring Center integrated by the three institutions.
The Monitoring Center will be located in the facilities of the Public Ministry, at the Gerona Building, zone 1, to coordinate the corresponding activities. It will allow real-time decision-making to guide police actions, complaints, and conflict reports before, during, and after the 2023 elections.
These interinstitutional coordinated actions are intended to guarantee the Guatemalan population a transparent process in which their civic and political rights are respected.
It also intends to ensure order and guarantee the freedom and legality of the elections.
