OAS Secretary General Acknowledges Government’s Commitment to Orderly and Transparent Transition

Guatemala City, by Brenda Larios -AGN- The Secretary General of the Organization of American States -OAS-, Luis Almagro, acknowledged the Government’s commitment to an orderly and transparent transition.

This was reported through a press release issued by the Government of Guatemala:

Mr. Almagro mentioned the acknowledgment of the first-round election results by the Government of Guatemala and offering security for the two presidential candidates who will compete in the August 20 elections, in compliance with the law, as a sign of its commitment to an orderly and transparent transition process.

These statements were made during a private meeting with President Alejandro Giammattei during the OAS Secretary General’s visit to Guatemala from August 1st to 4th at the invitation of the Guatemalan President.

Visit of OAS Secretary General

During the bilateral meeting, the President requested, as an exercise of transparency, the support of a high-level delegation from the OAS to verify the progress of the transition process that the current administration has prepared since January of this year. This initiative ensures the elected government has all the necessary information to respond to the country’s demands. The press release states:

The Government of Guatemala reaffirms its commitment to ensuring that governance agreements can be reached with civil society during the transition process under the observation of the international community and the OAS.

The Ministry of Foreign Affairs informed that the Secretary General of the OAS will hold several meetings with Guatemalan authorities during his visit. 

These meetings will include dialogues with the President of the Republic, the magistrates of the Supreme Electoral Court, and the Constitutional Court.

He will also hold additional meetings with civil society representatives, the private sector, and the candidates who advanced to the second round of the presidential elections in Guatemala on August 20, 2023. In the press release, the Government expresses its gratitude for the visit and support:

The Government of Guatemala appreciates the swift and attentive response of the OAS to its invitation to the country. Furthermore, it reaffirms its commitment to the peaceful transfer of power and its support for holding the second round of elections while expressing its respect and appreciation for the Democratic Charter.

2024 Transition Period

The Secretariat of Planning and Programming of the Presidency -Segeplan- started on May 24 with the Open Planning for Transition 2024 workshops, which aim to strengthen the capacities of the planning process for the transition by addressing the issues of evaluating compliance with the General Government Policy -PGG-.

The workshops took place from May 24 to 29 of this year, with two daily sessions, each focusing on a different sector. Cooperating agencies, civil society representatives, academia, and think tanks were also present.

They addressed the following topics:

  • General Government Policy -GGP- compliance evaluation.
  • National Development Priorities progress evaluation.
  • Evaluation of the planning quality.
  • Implementation of the most relevant institutional production.
  • Institutional achievements within the General Report of the Republic.

The workshops aimed to analyze and present the actions that have influenced the fulfillment of the PGG, which are commitments of the Government of Guatemala.
